Pull address-level coverage maps
Export served, underserved, and unserved classification per location. Census-block aggregation no longer passes review in most state broadband offices.
- 02
Reconcile subscriber data
Match billing system subscribers to network monitoring records. Discrepancies of more than 2% will get flagged in review.
- 03
Stage financial statements
Three years minimum. Reconciled to your tax filings. Most rejections come from line-item mismatches between operations data and financials.
- 04
Lock the compliance attestations
Low-cost plan, BABA materials, workforce diversity, CALEA readiness. Document the workflow that proves the attestation, not just the attestation itself.
- 05
Map the build
Engineering plans, route survey, construction schedule. Reviewers care less about the plan than the operator capacity to execute it.
- 06
Submit + start the 6-year reporting clock
The day you win is the day subgrantee reporting starts. Have the operations workflow ready before you need it.
BEAD applications fail at documentation, not at narrative. The operators who submit fast already have one workspace pulling subscribers, financials, network maps, and compliance attestations together. The operators who take 11 weeks are still copying numbers from billing exports into state portal forms.
This checklist runs the entire packet, in order, with the typical gotcha at each step.
Use the steps below in order
The steps map directly to what state broadband offices score. Most reviewers grade documentation depth before they grade your buildout plan, so working in this order saves you a re-write.
Questions, answered.
How long does a BEAD packet take to assemble?+
Operators on a unified platform report 10 to 14 days. Operators stitching evidence from spreadsheets, billing exports, and standalone GIS tools commonly take 8 to 12 weeks.
What's the most common rejection reason?+
Documentation mismatches between operational data and financial statements. State offices score precision over polish.
Do I need a low-cost plan to qualify?+
Yes. State offices require evidence of an affordable plan available to ACP-eligible households. Document the plan, the price, and the eligibility check workflow.
