Post-Award BEAD Implementation
If you’ve recently been awarded BEAD funding, congratulations! This
funding represents an incredible opportunity to expand your network,
bridge the digital divide, and bring high-speed internet to underserved
communities. But securing the funding is just the beginning.
Implementing a successful broadband project while staying compliant
with state and federal guidelines can feel overwhelming—but it doesn’t
have to be.
Essential Steps for BEAD Success
In this guide, we’ll break down the critical steps you need to take post- award to ensure a smooth rollout, stay compliant, and make a meaningful impact in the communities you serve.

Compliance and Reporting
After being awarded BEAD funding, compliance becomes your top priority. States require regular reporting to ensure funds are used appropriately. This includes quarterly progress reports and annual updates detailing milestones achieved, funds spent, and community impacts. Use project management software to track milestones and maintain detailed records of all expenditures. Financial audits are common, so ensure your financial documentation is accurate and readily accessible. Non-compliance can result in penalties or clawbacks, so adhere strictly to your state’s reporting requirements.
Here’s what you’ll need to prioritize
Quarterly Progress Reports: Document your achievements and challenges. Include key metrics, such as homes passed and connected, community outreach efforts, and funds utilized.
Annual Reports: These are more detailed and include financial statements, adoption rates, and community impact assessments.
Financial Documentation: Maintain meticulous records of how every dollar is spent. Audits are common and require clear, detailed proof of compliance.
💡Pro Tip: Use project management tools like Smartsheet or Asana to track milestones and deliverables. Designate a compliance officer or consultant to oversee all reporting activities.

Steps include:
Forming an Oversight Committee: Include stakeholders from finance, operations, and legal teams.
Regular Meetings: Schedule monthly check-ins to assess progress and address potential roadblocks.
Risk Management Plans: Develop contingency strategies for challenges like supply chain delays or unforeseen expenses.
Community Engagement
Engaging with your community doesn’t end after the BEAD funding is secured; it’s a continuous process. Host informational sessions to keep residents informed about your broadband rollout progress. Collaborate with schools, libraries, and healthcare providers to maximize the benefits of your new network. Partnering with local organizations can also help drive adoption rates, ensuring that your project meets its intended goals. Community feedback should be documented and addressed promptly to maintain trust and support.

Here’s how to get started
Host Community Meetings: Share project updates and gather feedback. This transparency builds goodwill and keeps residents informed.
Partner with Local Organizations: Collaborate with schools, libraries, and healthcare providers to maximize the network’s impact.
Promote Digital Literacy: Offer training programs to help residents make the most of their new broadband access.
💡Pro Tip: Use social media and local advertising to reach underserved communities and drive awareness about your broadband rollout.

Scaling Your Network
Deploying your network efficiently and effectively requires careful planning. Work closely with contractors to ensure that timelines are met and quality standards are maintained. Monitor their performance regularly and address any issues promptly. Scalability is key; design your network infrastructure with future growth in mind. Additionally, stay updated on the latest technologies to ensure your network remains competitive and cost-effective. Overcoming challenges such as permitting delays or equipment shortages requires proactive problem-solving and strong vendor relationships.
Your First Steps to Success
Permitting and Approvals: Work closely with local governments to secure necessary permits. Early engagement with officials can help streamline this process.
Vendor Selection: Choose reliable contractors and suppliers with experience in broadband deployment. Vet them thoroughly and set clear expectations in contracts.
Scalability: Design your network for future growth. This ensures you’ll have the capacity to meet increasing demands over time.
💡Pro Tip: Monitor deployment progress in real-time using GIS mapping tools. This ensures accuracy and helps you address any issues as they arise.

Focus on Financial Management
A solid financial management strategy ensures your project stays on budget and aligned with BEAD funding requirements. By staying on top of expenditures, maintaining meticulous records, and exploring additional funding opportunities, Broadband Providers can ensure their projects remain on budget and compliant with program requirements.
Here’s how to set your financial strategy up for success
Track Spending: Use accounting software to monitor expenditures and flag discrepancies.
Prepare for Audits: Auditors will expect detailed records of every expense. Keep a well-organized repository of invoices, contracts, and payroll records.
Seek Additional Funding: Explore opportunities for public-private partnerships or supplementary grants to extend your project’s reach.
💡Pro Tip: Regularly compare your actual expenses to your projected budget to avoid surprises and stay on track.

Measure Impact and Drive Adoption
Success isn’t just about building infrastructure—it’s about ensuring people use it. Adoption rates are a key metric for BEAD-funded projects, so focus on driving subscriptions and measuring community impact. Driving adoption and measuring impact are critical to maximizing the value of BEAD-funded projects. By promoting subscriptions, tracking key performance metrics, and gathering community feedback, Broadband Providers can create lasting benefits and meaningful connections in underserved areas.
Turning Infrastructure into Opportunity
Promote Adoption: Offer promotional rates or subsidies for low-income households. Partner with local businesses to bundle broadband with other services.
Monitor Key Metrics: Track homes connected, average speeds delivered, and customer satisfaction.
Collect Community Feedback: Conduct surveys to understand what’s working and what can be improved.
💡Pro Tip: Leverage storytelling to highlight the positive impact of your project. Share testimonials from residents or local organizations to inspire adoption and demonstrate the value of your network.

Plan for Long-Term Sustainability
A successful broadband project isn’t just about meeting today’s needs—it’s about building a network that grows and evolves with your community. Long-term sustainability ensures your investment continues to deliver value by maintaining infrastructure, expanding services, and staying ahead of technological advancements.
Building for the Future
Routine Maintenance: Develop a maintenance schedule to keep your network in top shape. Proactively address issues before they impact service.
Expand Services: Use your network to offer additional services, such as IoT solutions or advanced cybersecurity options.
Stay Ahead of Technology: Regularly evaluate emerging technologies and upgrade your network to remain competitive.
💡Pro Tip: Build a culture of continuous improvement within your team. Encourage innovation and explore ways to deliver even greater value to your customers.
